Who We Are

Capt. Paul Drouin



Before his work as an accident investigator, Paul enjoyed a 20 year career with the Canadian Coast Guard. During his tenure as a senior officer and Master he acquired substantial experience in ice navigation as well as ship manoeuvring and pilotage in restricted waters. His ship-board experience was complemented by several years as Regional Marine Superintendent with the Canadian Coast Guard before starting his marine accident investigation career.

With over a decade as a marine accident investigator with the Transportation Safety Board of Canada (TSB), Capt. Drouin has acquired extensive experience in all manner of marine investigations including groundings, fires/explosions, collisions and vessel related fatalities. He has attended IMO and is a regular contributor to the Nautical Institute's Seaways magazine.

Having left the TSB, Capt. Drouin is now Principal of SafeShip.ca. He is a graduate of the Canadian Coast Guard College (1981), is a Master Mariner and an Associate Fellow of the Nautical Institute.


Capt. Robin Heath


Currently an unlimited pilot at the Port of Newcastle, Australia, Capt. Heath has been involved in pilotage operations since 1995.  After completing a seagoing career with the Canadian government fleet, he moved into pilotage as the Director of Operations for the Pacific Pilotage Authority on the west coast of Canada.  During his four year tenure he was involved in pilotage incident investigation, pilot training and recruitment.

In 1999, Capt. Heath commenced as a pilot at the Port of Halifax, Canada and has since piloted over 3000 vessels of all types.  Recently returning to piloting after three years as Harbour Master with Sydney Ports, Australia, Robin has developed a deep understanding of the human factors that impact pilotage operations.

Capt. Heath is the principle collaborator at SafeShip.ca for pilotage issues. Robin graduated from the Canadian Coast Guard College (1981) and the University of Plymouth, England, with a Master of Science in International Shipping (1992). Robin is a Master Mariner and an Associate Fellow of the Nautical Institute.
